Noise condition discharged, January 2026
Development
Two-storey end-terrace house
Standards
BS 8233:2014, ProPG, AVO Guide, Approved Documents F and O
Planning permission for a new house on a busy local road came with a noise condition that had to be met before work could start. An earlier attempt to discharge it had not succeeded because no sound insulation scheme had been provided.
The Scheme
The scheme adds a two-storey house to the end of an existing terrace on a well-trafficked road between Moston and Newton Heath, with rear roof dormers to both the existing and new homes and a garden to the rear.
The Noise Issue
Manchester City Council's condition set specific targets: 35 dB LAeq in living rooms by day, 30 dB LAeq in bedrooms at night with individual events not exceeding 45 dB LAmax more than 15 times, and 55 dB LAeq in gardens. The survey also had to capture rush-hour and night-time traffic.
What We Did
01
Ran a 24-hour unattended survey on 3 and 4 November 2025, with the microphone at first-floor height, 1 m in front of the façade facing Moston Lane East.
02
Completed a ProPG Stage 1 risk assessment: 68 dB by day and 63 dB at night placed the front of the site at medium risk by day and medium to high risk at night.
03
Calculated internal levels using the BS 8233 simplified method: with double glazing of at least Rw 33 dB, living rooms reach 30 dB by day and bedrooms 22 dB at night, and the 11th highest night-time event falls to 41 dB LAFmax inside.
04
Set out the ventilation and overheating strategy under Approved Documents F and O and the AVO Guide, keeping windows openable for purge ventilation, and showed the rear garden would be about 53 dB, below the 55 dB limit.
The Result
Rw 33 dB
Standard double glazing on every façade
22 dB
Bedroom level at night, against a 30 dB target
41 dB
Night-time maximum inside, against 45 dB LAFmax
Planning Outcome
The assessment showed the council's internal and garden noise criteria could be met with standard double glazing and a suitable ventilation strategy, without sealing the windows. Manchester City Council approved the details and discharged part (a) of the noise condition in January 2026 (CDN/25/1090). Part (b), verification testing after construction, follows before the house is occupied.
