A planning Noise Impact Assessment should give the council clear acoustic evidence, not just a set of noise readings. It usually includes a review of the site and surrounding receptors, baseline noise survey data where required, assessment against the relevant standards, acoustic calculations and practical mitigation advice.
The exact scope depends on the development. A residential scheme near a busy road may require a BS 8233 façade assessment, while new plant or commercial activity near homes may require a BS 4142 assessment. The final report should set out clear findings and recommendations suitable for submission to the local planning authority or Environmental Health Officer.

NOISE SOURCES ASSESSED
The scope of a Noise Impact Assessment depends on the site, the proposed development and the concerns raised by the local planning authority or Environmental Health Officer. For planning applications, the assessment may consider noise affecting the proposed development, noise generated by the development, or both.
Assessment of existing transport or environmental noise affecting new homes, hotels, care facilities or other noise-sensitive uses.
Assessment of external plant, air source heat pumps, fans, condensers, chillers, extract systems or ventilation equipment near homes.
Assessment of workshops, loading areas, deliveries, yards, entertainment uses, music noise, customer activity or other commercial operations.
Assessment of temporary construction noise, vibration, working methods and mitigation where required by planning condition or CEMP.
